Privacy is one of the most significant issues of our time and a factor in any discussion regarding Internet policy. The complexity of this issue precludes top-down, one size fits all regulation, which will limit individual choice and hinder innovation. The widespread adoption of Internet technologies has made it a critical part of our economic and civil infrastructure, and it is reasonable that the government is concerned with improving the security of these services. However, the government’s role should focus on voluntary programs of information sharing, so as to preserve the balance between security and civil liberties that characterizes the worldwide web.
